2) What should happen before execution?

Agent restates amount, recipient, chain, and asks for confirmation.
Agent executes immediately to save time.

3) Best follow-up after a failed send?

Retry automatically until it works.
Surface error clearly, re-check intent, then ask for approval to retry.
